Project Description:

The vendor shall provide specialized training services in the area of auditing DOJ grants, including those from the Crime Victims Fund. The training shall educate auditors and program analysts on how best to accomplish audit steps and the procedures associated with audits of DOJ grants, and provide these individuals with best practices for reporting on grant audits and audits of Crime Victims Fund grants.

Offeror shall provide a minimum of a 3-day and a maximum of a 5-day instructor led core curriculum and any related program materials necessary for instruction that will address all requirements identified in the statement of work. The curriculum should be well thought out and utilize appropriate instruction techniques or approaches. Offeror should submit a detailed agenda at time of proposal submission that includes the subject matter for each component of the core curriculum and the allotted time required for each topic of instruction.

The training course should educate the personnel on grant auditing techniques. The curriculum must include information on how to ascertain if the audited complies with applicable grant guidance. The audience of the training will be Assistant Regional Audit Managers, Auditors, Program Analysts, and Program Specialists who conduct or support audits in accordance with Government Auditing Standards.

At a minimum, the Contractor must address the following areas in the training:

• Performing audit steps that meet Generally Accepted Government Auditing Standards (Yellow Book).
• Background of Crime Victims Fund and recent funding developments
• Obtaining proper criteria for the grant audited
   o Differences between formula and discretionary awards
   o Specialized Office of Victims of Crime and associated guidance for awards derived from the Crime Victims Fund (CVF)
• Reviews of prior audits, including Single Audits
• Grant Financial Management
   o Assessing grants from other sources
   o Evaluating policies and procedures
   o Assessing suspension and debarment
   o Conducting a risk assessment
   o CVF-specific financial reporting requirements and permissible uses (Administrative Costs)
   o Availability of Funds (award period, budget modifications, GANs)
• Program Performance
   o Identifying and assessing grant goals and objectives
   o Evaluating grant progress reports
   o Evaluating grant special conditions
   o Program sustainability
• Budget Management and Control
   o Overview of the budget process
   o Evaluating actual costs and budget
   o Classification of Costs (allowable, unallowable, pre-award costs)
   o Supplanting analysis
• Grant Drawdowns
   o Evaluating drawdown procedures
   o Tracking drawdowns against different types of accounting methods
   o CVF-specific Anti-Deficiency Act concerns
• Grant Expenditures
   o Evaluating procurement procedures
   o Evaluating direct and indirect costs
   o Evaluating accountable property procedures
   o Evaluating payroll procedures
   o Evaluating personnel costs
   o Evaluating subgrantee, contractor, and consultant procedures & expenditures
   o Evaluating matching costs (how to calculate, kinds of match, allowable sources)
• Federal Financial Reports
   o Evaluating FFR accuracy
   o Evaluating program income (types of allowable program income, reporting processes for program income)
• Subrecipient Monitoring
   o Requirements
   o Best Practices for entities serving victims of crime
